In 2003, we announced that Vanuatu’s low detention rate in the United States made Vanuatu vessels eligible for the U. S. Coast Guard’s QUALSHIP 21 program. The QUALSHIP 21 eligibility continues in 2005 with no detentions for the third year in a row in the US, and a three year rolling average detention rate of 0.00 % versus the all ships/all flags rate of 2.30 %.
The Paris MOU on Port State Control today published its 2004 annual report. We are disappointed to note that Vanuatu has dropped from the “white list” to the “grey list’ of countries with three detentions in 2004. These detentions resulted in a one year detention rate of 7.89 % versus the all ships/all flags rate of 5.84 %, while the Vanuatu three year rolling average rate of 3.30 % remains more than two times better than the all ships/all flags rate of 6.94 %.
The Tokyo MOU Asia/Pacific Port State Control statistics were satisfactory although 4 detentions were recorded during 2004. The Vanuatu one year detention rate was 5.56 %, slightly better than the all ships/all flags detention rate of 6.51%. The three year rolling average detention rate of 3.10 % remained much better than the all ships/all flags rate of 7.21 %.
We want to salute the owners of all the Vanuatu vessels everywhere that contributed to this record for their commitment to safety and the environment, and for maintaining their vessels in accordance with international conventions and national legislation. On the other hand, it is important that those vessels that caused any mark against the registry also be highlighted. Annex II lists the vessels that were detained in 2004.
With the publication of these annual Fleet/Safety Letters on Port State Control, Maritime Bulletins 102 & 107 are withdrawn from publication.
