Vanuatu Maritime Bulletins 102 and 107 on Port State Control listed various documents that were required to be carried on board vessels. From time to time this list is updated and recently IMO issued FAL.2/Circ.87-MEPC/Circ.426-MSC/Cir.1151 dated 17 December 2004 providing the latest update. A copy of that document is attached hereto.
Needless to say there are other documents that must be available to any legitimate Port or Flag state representative. A partial list of those additional documents is shown below: - provisional or permanent certificate of registry
- radio station license or temporary authority
- minimum safe manning certificate
- Suez and/or Panama Canal Tonnage Certificate
- Panama Canal Shipboard Oil Pollution Emergency Plan
- Classification Certificate for Hull
- Classification Certificate for Machinery
- Certificate of Financial Responsibility
- USCG Letter of Compliance
- Port State Control Inspection Reports
- Certificates of Seaworthiness, where applicable
- Liferaft Service Certificates
- Fixed and Portable Fire Extinguishing Service Certificates
- Cargo Gear Annual and Quadrennial Inspection and Test Certificates
- Medicine Chest Certificate
The above list is not necessarily complete and we encourage you to develop and maintain a complete list as part of your safety management system.
