04074.GEN - October 25, 2004Please find enclosed a copy of Dr. James Cowley’s comprehensive report on the outcome of the recent IMO meeting on the management of ballast water.
You will note that the Convention itself is very brief and devoid of detailed provisions. This is due to the fact that the technology has not yet been developed for its implementation. However, owners should become familiar with the requirements and the working language of the documents as they will impact our lives for decades to come. Should you have any questions, we will be glad to attempt to answer them.
